How does this plastic contraption help with penile health?

The male penis is made of spongy tissue. Inside and amongst this tissue is (are?) several sinusoidal spaces. These are the spaces that expand and fill with blood during arousal. 

When you're aroused (physically, psychologically, or both), your parasympathetic nervous system sends a signal to release nitric oxide (NO) in the endothelial cells inside the blood vessels of the penis. 

Nitric oxide relaxes the smooth muscle in the walls of the penile arteries and erectile tissues, which allows blood to flow in to your penis. The sinusoidal spaces then expand and trap blood, increasing pressure and causing rigidity.

To keep the rigid shape, venous outflow (blood leaving the penis) is restricted. The engorged tissues compress the veins, making sure blood stays within the penis to maintain the erection.

Okay.. I'm listening. How do you use the wheel?

Simply put, you lay on your back with the glans (head) of your member pointing up towards your face. Some call this a "texas tuck", if you were to point it up into the waistband of your pants.

You then spin the wheel so that the rollers run along the underside of your member, your "Corpus Spongiosum". This is the triangular shaped soft part underneath your member. The wheels press on the Bulbourethral artery and move blood up through the glans, and back out of the member. It's like lifting a dumbbell, but instead of working out a muscle, you're working out an organ.
